what a direct award is

A direct award is a contract given to one supplier without running a competition. That is lawful in defined circumstances — genuine urgency, only one supplier capable of delivering, or an extension of work already under way — and a high share is not by itself evidence that anything went wrong. What it is, is a question worth asking, and one the primary sources publish the answer to without ever assembling it.

The classification is the publisher's own, taken from the OCDS procurementMethod field. We do not infer it, and we do not currently hold the justification a buyer gave, because the source feeds carry it inconsistently.

Ranked by share, not by count. A department publishing tens of thousands of notices would top a count ranking on volume alone, which tells you nothing. Buyers with fewer than 10 direct awards are excluded, because a small denominator produces meaningless percentages.

how this was counted

Every figure comes from the procurementMethod field as published by the buyer, across Contracts Finder, Find a Tender, Public Contracts Scotland and Sell2Wales, under the Open Government Licence v3.0. Notices with no recorded method are excluded from both sides of every share, so the percentages describe contracts whose route to market is known rather than the corpus as a whole.

Counts are of contracting processes, not published notices: a tender and its award notice are one contract and are counted once.

Values are the published contract value, restricted to sterling, excluding anything the publisher flagged as a maximum rather than a value, and counting only contracts that were actually awarded. A published value exists for 36,681 of the 66,312 direct awards, so each buyer's total says how many of its awards it was built from. This is the only page on this site that adds values together, and it is defensible here for a specific reason: a direct award is one supplier and no framework, so the framework-ceiling problem that makes totals meaningless elsewhere barely arises — 1.2% of valued direct awards carry a ceiling flag, and those are excluded. Elsewhere on gvtcx you will see medians, and the reason is set out there.

A direct award is not an allegation. It is a lawful route to market in defined circumstances, and this page ranks buyers by a published fact about how they contracted, not by any judgement about whether they should have.
