The purpose of this work is to, using case studies, demonstrate the value of early conversations with communities about significant land use changes to landowners, developers and planning authorities prior to significant land use changes in their area. The intention is to understand to what extent meaningful engagement early in the design process can help reduce costs in the long-term for all parties involved. This will support the development of tools that encourage meaningful deliberation of planning outcomes in advance of formal planning procedures.
