The aims of the project are to produce an evaluation of the SLC’s rural land market reporting to generate insights and improvements for future reporting.
The evaluation will focus on several elements:
- Impact – this objective is to understand the use of the report and its effects, outcomes and the extent to which reporting is effective in informing policy and decision making. There is a comparative element for this.
- Process – understanding the effectiveness of the current approach, how the reporting process is working, assessing potential improvements to the methodology, and considering expansion of the coverage of reporting to other areas.
- Economic Value – understanding value for money and costing the tangible benefits of the reports compared to the costs. What are the wider economic benefits to participants, public finances and society?
- Analysis and Recommendations – the above steps inform the analysis and evaluation to understand to what extent and degree of progress towards the reporting aims are being made, and any recommendations for improvements.
The report should, where appropriate, include advice for the SLC for future land market reports.
