A decision by Scottish Cabinet approved a proposal to employ a Teckal exemption to facilitate an in-house direct award to Calmac Ferries Limited subject to a satisfactory due diligence process. The due diligence exercise will examine all potential legal and financial impacts of direct award. The services provided through this contract will form part of the wider due diligence process and will fully examine the financial impacts of required governance changes and any identified restructuring of DML/CFL deemed necessary. The services will be delivered working alongside multidisciplinary teams within Transport Scotland, Scottish Government and CFL.Work packages include to validate and quantify the financial impact of structure changes, to conduct a benchmarking exercise to validate value for money of the proposed costs of the CHFS3 contract and a carry put a wider long term affordability assessment. Further services may be required, as included within the scope of Lot 1 & Lot 2 of the RM6169 framework.
