Supply of Shoe Gear and Beams for S Stock, London Underground Rolling Stock

In line with the Procurement Act 2023, this Contract Award Notice triggers an 8 working day standstill period, as applied automatically by the Find a Tender system.

The Authority will not enter into the contract before the end of this standstill period.

The Shoe Gear and Beams are required to transfer traction current from the conductor rail to the train. The Beams function is to secure the relevant safety critical materials to the bogie frames or axle whilst providing the necessary insulation to electrically isolate the traction current from the rest of the wheelset and bogie structure. Without Shoe Gears or Beams the rolling stock is unable to move.

Spend is not committed and the consumables will be procured according to requirement.

The justification for awarding this proposed contract in accordance with the Procurement Act 2023 Direct Award to Schunk Carbon Technology Limited UK is compliant with Section 41.6,Schedule 5, Paragraph 7 :

Paragraph 7 states:- The public contract concerns the supply of goods, services or works by the existing supplier which are intended as an extension to, or partial replacement of, existing goods, services or works in circumstances where-

• (a)a change in supplier would result in the contracting authority receiving goods, services or works that are different from, or incompatible with, the existing goods, services or works, and

(b )the difference or incompatibility would result in disproportionate technical difficulties in operation or maintenance.

The Shoe Gear and Beams for S Stock are currently supplied by Schunk Carbon Technology Limited UK. Due to the bespoke nature of the S Stock Shoe Gear and Beams and the technical dependency, only Schunk Carbon Technology Limited UK can ensure full compatibility and continuity of service.
