The project is to:

  • Deliver a final technical overview document for the National Atmospheric Emissions Inventory (NAEI). For BEIS and Defra to gain a better understanding of how the NAEI models fit together and to be able to share this with any other organisation working on improvement of inventory QA.
  • Support a QA scoping study. This should lead to a better ability to specify a new QA improvement programme, enabling more focussed QA activities and cost-effective QA improvement of the NAEI.

Additional information: The requirement was awarded via a single tender action.

All the knowledge required to produce this overview of the NAEI suite of models sits with the current inventory contractor, Ricardo Energy and Environment (REE). For any other supplier to produce this, they would need to get all the information from REE and pay them for the time to do this so BEIS would effectively be paying twice for the work.

The justification in Public Contract Regs 2015 is:

32.-(1) In the specific cases and circumstances laid down in this regulation, contracting authorities may award public contracts by a negotiated procedure without prior publication.

General grounds

  1. The negotiated procedure without prior publication may be used for public works contracts, public supply contracts and public service contracts in any of the following cases:-

(b)where the works, supplies or services can be supplied only by a particular economic operator for any of the following reasons:- .

...

(ii)competition is absent for technical reasons,

(iii)the protection of exclusive rights, including intellectual property rights, .

but only, in the case of paragraphs (ii) and (iii), where no reasonable alternative or substitute exists and the absence of competition is not the result of an artificial narrowing down of the parameters of the procurement;...
