BEIS is looking for a contractor or contractors to
| • | Identify potential future step changes in technologies and/or social processes such as: the way we live, work or travel that would have a material impact on the future UK greenhouse gas (GHG) emissions trajectory. |
| • | Provide an initial quantification of the potential scale of the change and the timescale over which it might occur. |
| • | Consult on the potential changes and quantification to obtain views on how likely the changes are to occur and/or be important, whether there are other changes that are equally or more likely to be important and on the quality of the proposed initial quantification. |
| • | Revise the list of step changes and their quantification to take account of feedback from the consultation and from BEIS. Provide a final list of plausible quantified step stages and an associated narrative. |

Any late submissions will not be considered. DECC reserves the right to halt the procurement process and to not award a contract. DECC will not be held liable for recovery of costs from unsuccessful bids if a contract is not awarded. All costs will be borne by the bidding organisations. If a contract is created it will be upon DECC Terms and Conditions as included with the specification. Completed tender submission must be returned by email, address given at the top of this advertisement, by 12:00 Tuesday 6 December 2016. After reviewing and evaluating the written proposals, DECC may decide to hold bid clarification meetings with suppliers. If successful and upon contract signature, the supplier is expected to attend a kick-off meeting taking place in week commencing 12 December 2016. Project completion is required by 24 February 2017.
