Cwmpas wishes to appoint an external Contractor to provide an independent evaluation of the ‘Increasing levels of digital inclusion and basic digital skills across Denbighshire’ (Digital Confidence Denbighshire) project delivery. CWmpas requires an evaluation of the current and ongoing delivery of the ‘Increasing levels of digital inclusion and basic digital skills across Denbighshire’ (Digital Confidence Denbighshire) SPF funded project.• To identify the extent to which the project is delivering the activities, outputs, outcomes and impacts intended.• To analyse and evaluate the progress of the project and inform improvements to practices and delivery to help with future project development.• To undertake the evaluation in line with the six-step methodology advocated by the Digital Inclusion Toolkit. The evaluation will need to look beyond the ‘digital’ element of the delivery and focus on the improved ‘inclusion’ experienced by citizens as a result of this intervention. An analysis of the projects social impact, return on investment and progress towards 100% digital inclusion is essential to understand the full impact of the delivery.• To produce one overarching report that will be delivered in December 2024. The report will cover the initial baseline evaluation of systems and processes and an analysis of the impacts of the project and suggestions for improvements for future delivery.(WA Ref:139542)The buyer considers that this contract is suitable for consortia bidding.
