The Welsh Language Commissioner wishes to commission an independent evaluation of how organisations assess the need for Welsh Language skills in order to understand how those assessments contribute to their success in recruiting staff who can work through the medium of the Welsh language.The Commissioner wishes to:i. receive robust data and evidence about how the recruitment process itself influences the effectiveness of organisations to increase workforce capacity.ii. Conduct a survey with a sample of public bodies in order to learn about methods and practices used when assessing the linguistic requirements of a job, the subsequent steps involved in the recruitment processes and the outcome of those recruitment processes.iii. use the findings of the work to establish a baseline for the current situation in order to consider how to increase capacity in terms of Welsh language skills within organisations over time.iv.
