  1. The overall aims of this commission are to:a. Improve the understanding of flood defence assets across Scotland.b. Support long term flood risk management by establishing consistent data collection, condition assessments and topographical surveys.c. Lay the groundwork for a national asset management system by establishing consistent standards, tools and processes.d. Improve resilience and preparedness of communities by enhancing SEPA’s flood warning capabilities through better asset data in priority locations.2. These aims will be delivered through the following objectives:a. Work Package 1: Foundational Scottish Flood Asset Registeri. Conduct desk-based assessments of flood defence assetsii. Identify and determine the asset location, description, ownership, discretisation, ID, access constraints, and health and safety issues.iii. Include existing and new topographical survey data and T98 asset condition inspections, where available.iv. Conduct SME interviews and site visits with asset owners.v. Ensure the dataset is flexible for future expansion.b. Work Package 2: T98 Asset Condition Inspection Tooli. Develop a field tool for T98-based condition inspections.ii. Create a visual display of asset condition data.iii. Integrate with the Foundational Scottish Asset Register.iv. Enable consistent, efficient data collection and review.c. Work Package 3: Topographical Survey and Asset Condition Inspectionsi. Conduct topographical surveys and asset inspections in three prioritised areas: Kelvin, Conon, Upper Garnock/Glengarnock.
