The Scottish Government (SG), on behalf of the Scottish Ministers, wish to commission research to support policy development in the area of zero emissions heating for non-domestic buildings. The policy is being developed by the SG Heat in Buildings Regulation Unit, which is within the Consumers and Low Carbon Division of the Energy and Climate Change Directorate.This specification sets out the terms of reference for the contract to be awarded to a single supplier. Your response must be structured and numbered to respond to each of the questions in the Award Criteria section, and provide the information requested on pricing.
