The Scottish Government has a requirement to place a contract with an external service provider for the provision of Evaluation of the Scottish Government's Climate Justice Fund.The Scottish Government (SG), on behalf of Scottish Ministers, wishes to commission design and delivery of an evaluation of the Scottish Government’s Government’s Climate Justice Fund (CJF). This contract also includes the design of an operational model for a potential future iteration of the CJF, based on the findings of the evaluation.Scotland was the first nation to commit funds specifically to climate justice, launching the CJF in 2012, and committing to trebling it to 36 million GBP over the course of this Parliamentary Term (2021-2026). Since 2021 the Scottish Government has taken a revised approach to CJF programming, centred on participatory and community-led action informed by the findings of the 2021 evaluation of the CJF. While primarily funding projects supporting rural communities in the Global South, the CJF has also enabled a number of research projects, advocacy work and capacity building programmes.The purpose of the evaluation is to consider to what extent the programme of projects and activities under the CJF delivered the intended climate justice outcomes set out in the fund’s theory of change, and what best practice was developed in the design and delivery of community-based projects, as well as research and advocacy projects that could strengthen the delivery of climate justice outcomes.The tender also includes scoping/recommendations for potential operational models for future Climate Justice Fund projects, noting that the design of such models does not pre-empt government policy about the future direction of the fund.
