The Scottish Government (SG) is seeking to appoint a Supplier who can lead a Discovery phase that will enable the development of the SG’s People Directorate HR Transformation Strategy.The Supplier will be responsible for developing the deliverables associated with the new strategy, including:• An options analysis and considerations paper (to include insight into the indicative costings of the different options and delivery models, and make a recommendation on the preferred option);• A proposed HR Transformation Strategy;• A Target Operating Model (TOM) that is aligned to the HR Transformation Strategy;• A Transformation Roadmap that outlines key transition states;• An Outline Business case (OBC) for the full transformation; and a,• Detailed Business Case (FBC) for Year 1 projects.During the development of the options analysis and considerations paper, the Supplier will work collaboratively with the People Directorate Improvement Programme (PDIP) and the Leadership team to ‘test’ their vision, and to facilitate an understanding of:• HR services trends, and the ‘art-of-the possible’;• Different shared services models;• Emerging technologies (e.g. Cloud); and,• HR ‘best-practice’Our aim is to become a ‘fit-for-purpose, modern, continuously improving HR function that makes the most of our people, processes and technology. Our services will offer an improved employee experience and will be value-for-money.’We are seeking to appoint a Supplier who will work collaboratively with us to develop a strategy that will enable us to deliver services in the most optimal, economical and efficient way.
