National Highways is planning a future procurement for the provision of a long-term Through-Life Support Contract for its Stopped Vehicle Detection (SVD) Service across England’s Strategic Road Network (SRN). Covering over 4,500 miles of motorways and major A roads, the SRN is a vital component of the UK’s transport infrastructure, carrying a third of all traffic and two-thirds of freight.

The requirement is expected to support approximately 27 operational SVD schemes across 6-Regions of the SRN. Where each SVD scheme is monitored by a nominated Regional Operations Centre (ROC).

The service supports the safe operation of All Lane Running sections of motorway through the provision and maintenance of SVD technology and associated support services.

The installed SVD estate comprises approximately 1,310 endpoint devices. The future contract requires support, maintenance, both reactive and cyclical, and improvement of the SVD application and associated operational systems. Telecommunications services provided through the National Roads Telecommunications Service (NRTS) are currently anticipated to remain outside the scope of the procurement.
