Damp Survey, Investigation and Waterproofing Services

The Council has awarded a contract to Essex & Anglia Preservation Ltd for the provision of specialist damp diagnosis, surveying and waterproofing services across the Council's housing stock.

The appointment has been made due to exceptional operational circumstances and the need to maintain continuity of service. Essex & Anglia Preservation Ltd has provided these specialist services to the Council for approximately ten years and has developed extensive knowledge of the Council's housing stock, property conditions, and internal operational processes.

The services required are highly specialist in nature and include the diagnosis of damp and moisture-related defects, intrusive property investigations, condition surveys, specification of remedial works, and waterproofing solutions. These requirements necessitate specialist expertise that falls outside the scope of the Council's day-to-day repairs and maintenance contractors.

The Council considers continuity of service to be critical in ensuring the timely resolution of existing damp and water ingress cases. Changing providers at this stage would be likely to result in duplication of surveys, loss of property-specific knowledge, delays to remediation programmes, and disruption to tenants.
