The Framework will be for an initial term of 30 months starting on

01/10/2025 and ending on 31/03/2028, with the option to extend for a further 18 months. The Framework has been split into Lots, that deliver different Services.

  • Lot 1- Community Access and Socialisation
  • Lot 2- Home Care (Domiciliary)
  • Lot 3- Sitting Service
  • Lot 4- Complex/Urgent Domiciliary Care
  • Lot 5- Complex/Urgent Behaviour Support
  • Lot 6 Life skills & Independence Programme

Lots One to Five Services will provide statutory support to Children with Disabilities but can also extend to Children in our safeguarding and Edge of Care services. The demand on the existing Services has seen a significant increase, particularly in meeting the needs of Children and Young People with complex needs. Lot Six is a non-statutory Service that will offer 1:1 Life skills and Independence. The IA3441 Service has been re-designed to include more Lots (The Services) that reflects the growing demand and need for specialised Care, with a clear objective of earlier intervention and keeping Families together. The Council's legal duties in relation to Community Support (including Domiciliary Care) are set out in;

  • Section 17 & 20 of the Children Act 1989;
  • The Chronically Sick & Disabled Persons Act 1970;
  • The Children & Families Act 2014;
  • The Special Educational Needs and Disabilities SEND Code of Practice 2014;
  • The Breaks for Carers of Disabled Children Regulations 2011;
  • Working together 2023
