Strategic consultancy for a renewable electricity procurement and generation strategy, utilising power purchase agreements.

The Estates Energy and Sustainability team at National Highways (The Client) are looking to secure professional services from energy and power purchase agreement procurement specialists to develop an electricity procurement strategy, which supports Net Zero Highways' commitments of procuring 100% renewable electricity and to generate 10% of demand on or near National Highways estate.

Objectives the Consultant is required to deliver include:

-To develop a firm electricity procurement strategy, looking into the use of power purchase agreements (PPAs), which provides additional renewable electricity to the national grid and further develops feasibility to generate renewable electricity on National Highways land.
-Provide clear detail of the various challenges and the risk mitigation/management required to allow for informed and efficient decision making for the next phase in securing PPA contracts.
-To review any potential limitations or barriers within procurement and/or legal to ensure that the Client is compliant within its energy framework as a public sector organisation.
-To complete soft market testing that will inform the strategy and provide insight for the Client on market demand, routes to market and costs involved.
-Complete a risk assessment and cost benefit analysis to support in the justification of the recommendations made to the Client.
