The Work Order requires the Consultant to deliver Phase 3 of National Highways' Winter Research & Development programme (April 2026 toMarch 2028), comprising four main tasks: (1) conducting laboratory, sterile site and on road trials to determine the longevity and optimal spread rates of Potassium Acetate deicer, validating previous research and generating evidence based recommendations for national guidance; (2) reviewing current hoar frost treatment practices, undertaking research and performance trials to identify effective treatment strategies and spread rates under varying severities, and producing updated guidance; (3) developing a standardised, robust winter treatment monitoring and logging process for Regional Operations Centres, and creating a monitoring oversight solution (e.g., a dashboard) to track compliance and performance; and (4) providing ad hoc analytical, research and governance support to the National Winter & Severe Weather Team. Each task requires detailed reporting, stakeholder engagement, alignment with existing standards and operational requirements, and consideration of financial, environmental and safety impacts.
