This Evaluation Scoping Study will identify and develop the most appropriate approach to the evaluation of the rail Rail transformation Transformation programmeProgramme (RTP) by establishing a framework to answer the programmes key research questions, specifically:

-To what extent has the Programme achieved the expected outcomes for its intended beneficiaries?
-To what extent can the outcomes be attributed to the Programme?
-Has the Programme been cost effective, compared to alternative approaches (or doing nothing)?

This project will provide a framework to robustly and proportionately evaluate the Programme in its entirety, allowing Government to understand the impact of the programme, whether and how it can be improved, whether it had any unintended outcomes and if it was value for money.
