AT1258 Luton Council - Bikeablity Cycle Training Scheme 24 - 25

1. Luton Borough Council is looking to engage qualified organisations to quote for the Provision of Training Services as per the annual Bikeability Scheme

Bikeability is the government's national cycle training programme that equips school children with the practical skills, confidence and understanding to ride on today's roads. The training teaches children cycling skills, which starts on Level 1 (training in a safe space such as a school playground, where children are taught to control and master their bikes away from traffic). At Level 2, children will develop their skills by learning to ride on local single-lane roads and simple junctions, with mostly moderate motor traffic flows. Luton Borough Council require a service provider to deliver combined Level 1 and 2 Bikeability cycle training on behalf of the council and in accordance with the current Bikeability delivery guidance. The council is keen to grow the delivery of Bikeability in Luton schools, aiming to support Active Travel England's goal of every primary school child having the opportunity to take part in Bikeability cycle training. This contract will cover training delivery for the period of April 2024 to March 2025.

Luton has a total of 51 Primary and Junior schools, whereby the children's ages range between 4-11 years. A high number of the schools are in socially and economically deprived areas. As such, bike ownership and the capability to ride is low across the borough. The training will be offered to schools on a first-come first-served basis, with schools responsible for making bookings directly to the service provider. Due to low bike ownership in Luton, the council loans bikes to the schools to encourage greater uptake and facilitate full year groups taking part. The primary responsibility of the contract is to deliver combined Level 1 and 2 Bikeability courses at schools.

In addition to duties pertaining to Bikeability delivery, there is also a requirement to provide Learn to Ride cycle training sessions in advance of the Level 1 and 2 Bikeability training to ensure greater participation. Learn to Ride teaches learners to ride without support as they must be able to cycle to participate in Bikeability Level 1.
