Arts Council England are seeking a service provider to deliver an evaluation of the Strategic Touring Programme. The Strategic Touring Programme is a £45 million scheme that was launched in 2011 and is designed to encourage collaboration between organisations so that more people across England experience and are inspired by the arts, particularly in places which rely on touring for much of their arts provision.We would like this evaluation to provide a balance of findings in terms of breadth across the programme, and depth to highlight and explore key issues in greater detail. We therefore require a mixed method approach to this evaluation, and would like bidders to propose a research methodology that they believe will best meet the aims of the brief. This may include methods such as a document review, surveys with all or a sample of the programme’s recipients, strategies for collecting audience data from venues and promoters, and interviews and/or focus groups with recipients. Further information about our requirements is set out in the ITT.
