Enfield CCG is seeking to engage with suitably qualified service providers to deliver an Integrated MSK Programme (IMP)
Enfield CCG will move from the traditional activity-based commissioning framework to an outcomes based service framework, which is structured to support the national imperative to drive integrated care delivery. Outcomes based commissioning is a new approach to commissioning that rewards both delivery of better outcomes that are important to patients and value for money.
A new commissioning model will incorporate end to end pathway delivery across providers at all levels, managed by an Accountable Lead Provider (ALP) organisation, and includes the commissioning of a single point of referral triage in an Integrated MSK Service (IMS). The commissioned role of the ALP is leadership, management, coordination, delivery and improvement spanning primary care, community and acute services. The ALP may also be MSK providers at some level.
The proposed contract will include the following component parts: -
| • | Outcome based clinical specification including key clinical pathways and outcomes to be achieved by the IMS |
| • | Overarching programme budget that brings together resources which are currently with different providers into single budget. Incentives with gain share – top slice the proposed budget with payment aligned to outcomes; this may be described as super CQUINs which will be added to the contract value. |
Improvement in patient outcomes and system efficiency are motivated through incentives with gain share payment scheme across the proposed five year contract. Incentives are funded from the existing MSK fund base and do not represent additional funding.
Emergency Care and clinically urgent referrals will still follow the shortest route to acute services. Evidencing ongoing patient choice is a key principle for the ALP to limit any de-stabilisation of current providers.
TUPE of existing staff may apply to the services.
Additional information: The contract will be for duration of five years with an option to extend it for two years.

Expressions of interests will be completed on submission of the PQQ. The deadline for submitting a completed PQQ is at 5pm on 8th June 2015 Responses received after the deadline will not be considered.
Pre-Qualification Questionnaire will be followed by Invitation to Tender for short listed Bidders.
Submission of the tenders will be via the Pro-Contract E-tendering system https://www.supplying2nhs.com
Suppliers must register, login, complete the documentation electronically and submit them via the Pro-contract portal.
Bids received after the deadline may not be considered. It is anticipated that the PQQ evaluation and short-listing process will be completed and the results advised to Potential Bidders in the week commencing 13th July 2015.
