Eight 1 day training courses on Impact Assessments (IAs). Each day course will allow a maximum of 25 attendees each as this is regarded as the most appropriate size to maximise the learning environment. This course will respond to an identified training need within Defra and be provided at a substantially lower cost than existing commercially produced courses, which are in any case generic for the public sector and therefore not delivered in Defra’s policy environment.

The course will be evaluated using the Kirkpatrick Model as Follows:

Reaction – by way of a post course questionnaire to test value of the learning by monitoring attendee’s immediate reactions to attending the course.

Learning – by i) testing learning through the course by the use of Defra specific cases which participants complete; and ii) the spread of attendees from Defra’s policy areas.

Behaviour – by measuring participants application of the learning some months after the training through policy appraisal meetings and draft Impact Assessments submitted to Better Regulation for scrutiny.

Results – by i) measuring the amount of Impact Assessments that receive fit for purpose opinions against the current Departmental baseline of success and assessing the extent to which the range of policy options considered is increased; and ii) the requirement for attendees to act as local reference points and providers of information within their local policy areas.

Benefits will be measured by recording of external validation of Defra’s IAs by the independent Regulatory Policy Committee and the success rate of measures submitted for fast track approval. The levels of regulations reduced over the period and to what extent behaviour change has been possible via other non-regulatory routes.
