The requirement is to provide services for the Department for Transport's Transport Analysis Guidance (TAG) appraisal and modelling tools:

-Transport Users Benefit Appraisal (TUBA)
-Trip End Model Presentation Program (TEMPro)
-Wider Impacts in Transport Appraisal (WITA)
-Rail Wider Impacts in Transport Appraisal (RWITA)
-Dynamic Integrated Assignment and Demand Modelling (DIADEM)
-Cost and Benefit to Accidents - Light Touch (COBALT)

The requirement includes providing support to licensed users according to the Department's needs, between the 1st June 2023 and 30th June 2026 (with a possible extension of up to one year). It may also include maintaining and developing the tools further. The work needs to start in June 2023 for a handover from the Department's existing supplier.

The selected supplier may also be requested to assist the Department with other unsupported in-house tools, such as the National Trip End Model (NTEM), on an ad-hoc basis. Tasks may include providing expert advice on the methodology used in NTEM. The Department may commission an update of NTEM separately from this contract, which could include transferring the user support of TEMPro and support of NTEM to that commission.
