The CCG is seeking to commission an external review that will work with local authorities, the CCG and the mental health provider to develop recommendations for change that have the potential to inform local decision makers and enable them to develop a single process to be adopted across BLMK.

This project is expected to result in a key deliverable: a recommended policy and protocol for the implementation of S117 of the Mental Health Act across Bedfordshire. We envisage this policy and protocol will need to contain the following:

a)A summary of the relevant law including the MH Act & the Care Act., and its applicability to mitigate discharge/revolving door.
b)Overview of LA, CCG and ELFT roles, in general principle.
c)Determining responsibilities for patients - ordinary residence, patients of no fixed abode, and patients subject to immigration control
d)A description of the types of services which are considered to be aftercare
e)The processes for assessing, planning and delivering aftercare
f)The process for reviewing aftercare
g)When and how duties under S.117 can and should be ended Key
h)Responsibilities of each agency, particularly funding responsibilities
i)A methodology for funding packages of care
j)Arrangements for dispute resolution
