description

Two areas of work are required, with a potential third dependent on the success of the work carried out in the second area.

The first area of work will be to examine evidence and data that National Highways currently has access to, including:

-STAS19 data on when and where personal injury collisions have occurred,
-TRIS data on volumes and speeds of traffic before and after collisions,
-If required, any records that the Traffic Officer service maintains regarding what traffic management took place after the collision, along with its duration.

The second area of work must include the examination of standard transport theories, such as queuing theory, to determine whether parameters derived from the data collected and processed under the first area can be used as part of the standard theories to create a method for deriving lost journey time and vehicle operating cost changes due to lowered speeds.

If work within the second area is unsuccessful, a third area of work may be required to fit a range of mathematical models to the observed data to create such a method from first principles.
