The Greater London Authority (GLA) is inviting proposals from providers to build on and develop on the first iteration of the London Civic Strength Index delivered in 2021. The Index begins to make visible the complex factors that contribute to civic strength and supports a conversation about what makes communities strong. It offers a shared definition and a set of measurable factors that impact on civic strength in London. The first iteration does the work of mapping currently available data that can measure these factors, whilst also identifying limitations and gaps in our ability to do this robustly.
The GLA are seeking providers to develop the Civic Strength Index to be delivered over a period of 12 months (with an option to extend up to a further 12 months), with the delivery of the three workstreams to be designed by the commissioned partner and responsive to input from the GLA and Building Strong Communities stakeholders:
| - | Build out the index to improve the robustness of its ability to measure Civic Strength. This will involve testing the model that has been developed and refining it, working with key stakeholder groups to fill the data gaps identified in the first iteration, activating and/or collecting relevant data to measure domains. |
| - | Operationalising the data feed into the index. |
| - | Socialising the index, engaging key groups in how to use the index effectively. |
