T0571 Delays from Roadworks metric - Development Stage Functions

National Highways are, via the Customer, Strategy and Communications Directorate Strategic Route Planning Team, required to produce route strategies as part of our operating licence and forms the initial evidentiary basis for the wider business in is preparation of future investment priorities as part of the RIS cycle. The strategies set our mid to long term needs for the network and identify where further investigation is needed to inform our investment programme.

For the current RIS cycle, 20 Route Strategy Initial Overview Reports (IORs) have been produced and published in PDF and ArcGIS StoryMap format in May 2023 using an approach that was agreed in 2021 with the executive board and Secretary of State.

The route strategies are to be refreshed to take account of feedback from the public, stakeholders following publication in May 2023, as well as some updated data sources and are planned for publication alongside the Strategic Business Plan in 2025 as final Route Strategies.

As part of the refresh there are a number of follow-on tasks that need to be completed that require a direct award to the current consultancy team to ensure consistency and value for money.
