  • The Client seeks to procure the services of a Supplier to produce a think-piece which will consist of a review of Whole-Life Carbon (WLC) assessment tools and methodology in transport appraisal. A WLC assessment approach considers capital, operational, and user carbon emissions rather than just user/tailpipe emissions. This review should include information on what analytical tools are used for different elements of WLC assessment, who is using them, and an evaluation of the strengths and weaknesses of these tools for business case and Development Consent Order (DCO) decisions.
  • The overall policy objective is to improve the accuracy and consistency of carbon assessment across transport appraisal. WLC assessment requires particular attention as the methodology is less standardised than tailpipe-alone emissions assessment, and because emissions from constructing, maintaining, and using infrastructure will be an increasing percentage of total UK emissions as we approach 2050.
