The North Wales CJC is seeking to procure support in a range of specialisms that will support the production of both statutory plans, the RTP and the SDP.Procuring a partner to undertake this work will ensure a consistent and cost-effective approach and enable a strategic outlook and alignment across interrelated aspects of both plans.The scope of work comprises ecological, environmental, and other studies such as air quality and noise, as well as impact assessment on carbon emissions, wellbeing, and environment. Page 12, section 4.4.5 in Welsh Government’s Guidance to Corporate Joint Committees on Regional Transport Plans, 2023 sets out the requirements in more detail.The coordination and facilitation of consultation and engagement with key stakeholders will be required (education, health and third sector – and others)Llwybr Newydd – the Wales Transport Strategy 2021 , sets out the vision for an accessible, sustainable, and efficient transport system in Wales. The delivery mechanisms to realise these ambitions are the National Transport Delivery Plan for Wales 2022-2027 and at a regional level the Regional Transport Plans.The preparation of a Strategic Development Plan (SDP) will enable a more consistent, cost effective and efficient approach to planning, with key decisions taken once at the strategic level. This will allow larger than local issues, such as the scale of housing growth, jobs, and spatial distribution, across a number of local planning areas to be considered in an integrated and comprehensive way.Across Wales, CJC’s are at varying stages in their implementation. North Wales is currently working with the local councils to establish committees/governance structures to take forward work on the RTP and the SDP. One of the key ambitions is to make regional infrastructure as robust and resilient as possible so it continues to be an attractive place to live, work and visit.
