description

The Welsh Government wishes to commission an evaluation of the rollout of Approved Tuberculin Testers (ATTs) within Wales. The evaluation will include both process and impact evaluation elements. The primary research question to be answered within this research relates to the impact, if any, that the move to using ATTs has had on the sensitivity of testing and test results. This will involve primary research to understand what are general ‘expected’ levels of reactors to testing alongside analysis of available monitoring data from APHA on reactor patterns and trends. This research should also aim to provide insight on how the rollout of ATTs in Wales has been delivered, including whether the process to train ATTs, the supervision required by approved veterinary supervisors (AVS) and whether the testing completed by ATTs is effective, fit-for-purpose and appropriate. The evaluation should also seek to understand the impact that the rollout of ATTs has had on veterinary practices’ capacity to meet the demand for TB testing and practices’ views on their ability to meet future demand. The supplier will need to conduct primary fieldwork with the Approved Tuberculin Testers (ATTs) as well as with those impacted by the move to using ATTs. This will include, veterinary practices, representatives from the two Veterinary Delivery Partnerships in Wales and farmers, where possible.
