This is a two year Framework (with possibility of extension for a further 2 years) to provide NRW with training and advice on the Habitats Regulations, and in particular Habitats Regulations Assessment (HRA), building capacity and enabling NRW to improve quality and consistency, thereby helping NRW to perform better, provide a better service to customers, minimise the risks of successful legal challenge, and robustly protect the Welsh environment. This will be achieved through:1. Providing training for staff.2. Providing expert advice on specific issues or casework;3. Providing expert advice as needed on any changes to the Habitats Regulations and HRA procedures, e.g. as a result of developments in caselaw or as a consequence of changes in UK legislation;4. Other related work as required, including in the event of legal challenge, providing expert advice and representation if required.
