The Scottish Courts and Tribunals Service (SCTS) is seeking to establish a shared web and digital front-end capability that supports the design, delivery, migration, and operation of digital delivery across the organisation. This is not simply a website redevelopment exercise. It represents a shift towards a standardised enterprise digital capability based on shared information architecture, reusable design patterns, common technology platforms, and consistent operational support.
The proposed model combines Umbraco Cloud SaaS CMS capability, React front-end delivery, Azure-hosted shared services, and alignment to the Scottish Government Design System with controlled SCTS branding overlays. (This technical architecture is fixed, has been formally approved, and must be adhered to without deviation). The intention is to reduce fragmentation across the digital estate, improve consistency for users, reduce duplication, and create a scalable model for future digital delivery.
SCTS have attached a PIN document attached with a request for information as to suppliers overview on the feasibility and approach of this requirement. Please provide your responses by email to lallen@scotcourts.gov.uk by 12pm Wednesday 3rd June 2026.
