The Scottish Government (SG), on behalf of the Scottish Ministers wishes to commission an external contractor to carry our focus group session with tenants from the Private Rented Sector (PRS) In Scotland. The outcomes and feedback from those session will be provided to the SG in an analysis report. This work is being commissioned through Lot 3 of the Scottish Government Social Research and Analysis Framework.The aim of the work specified here is to provide the SG with timely, robust information on tenant views on proposals to introduce minimum energy efficiency standard (MEES) regulations within the PRS. These proposals are currently being consulted on, with the consultation due to close on 29 August.The proposed focus groups and analysis will complement the feedback received through the formal consultation and the findings will be used to support the development of policy proposals that are due to be finalised in the second half of 2025.This specification sets out what is required, provides background information on the PRS MEES and suggestions on method, but bidders are encouraged to propose alternative methods for carrying out this work within the available budget and timescale.
