The Circular Economy (Scotland) Act 2024 establishes a legal framework to help Scotland advance further in the transition to a circular economy and includes a specific requirement for Scottish Ministers to develop a new CE strategy. The Scottish Government has been developing the CEMIF to inform the development of the strategy and to track progress towards a CE. The draft framework includes a Vision for the circular economy in Scotland to 2045 and underlying eight specific outcomes (see below), two of which (7 and 8) specifically concern societal activities and behaviours.
