The scope of this Invitation to Tender is to carry out a Strategic Study of the opportunities to further develop Demand Responsive Transport in the south east of Scotland and produce a Strategic Study report within the outlined timescale. Findings and recommendations will inform the rewrite of the SEStran Regional Transport Strategy.

DRT can close gaps in public transport provision and improve accessibility, especially in rural areas. DRT has the potential to play an increasingly important role in an overall transport network within the SEStran region. The Transport (Scotland) Act 2019 committed the City of Edinburgh Council to develop and operate a new Low Emission Zone (LEZ). DRT is one of a range of complementary and associated measures across city regions that can help to manage impacts on passengers / commuters arising through the implementation of LEZs.
