The Education (Scotland) Act 1996 places a duty on the Council to secure and provide early learning and childcare within South Ayrshire. Therefore the Council has identified a requirement to set up a Flexible Framework Agreement and contract with suitably experienced and competent early learning and childcare Service Providers to ensure security of required places, in order to fulfil our duty.
