This requirement is for a framework agreement for early learning and childcare providers both from the voluntary and private sector, to become commissioned to provide early learning and childcare places for 3 and 4 year olds on behalf of Fife Council.

The Children and Young People(Scotland) Act has increased the amount and flexibility of free early learning and childcare from 475 hours a year to a minimum of 600 hours a year for 3 and 4 year olds, and some 2 year olds.

Fife Council are increasing the range of models available in its own early learning and childcare facilities to offer alternative attendance patterns to parents. In order to offer further flexibility to parents, we require suitable partnerships to offer funded early learning and childcare alongside Fife Council provision.
