Hertfordshire County Council is currently out to procurement for the Provision of Support at Home Lead Provider Services.

Support at Home delivers social care to those meeting Care Act eligibility criteria, based on a Connected Lives assessment carried out by the Council’s care management team. Services are delivered in an enabling manner and may be chargeable following a financial assessment.

Support at Home is commissioned via a two-tier model, where the Lead Provider is referred all Support at Home packages in their district. Where a Lead Provider is unable to support, the remainder of the market is delivered by the Council’s Support at Home Spot Provider Framework.

There will be one Support at Home Lead Provider for each lot area. A maximum of 4 Support at Home lots will be awarded to a single provider. under each contract type (ie a bidder could win 4 Reablement contracts and 4 Support at Home contracts maximum).

These Services are being tendered under 11 lots in line with the Unitary Authority boundaries as outlined in the table below:

This procurement is an open process. Organisations wishing to take part in this project are invited to ‘express an interest’ and also ‘opt in’ which will give access to the full procurement documents in the e-tendering system.

To be considered as a Tenderer you must complete and submit a Tender by the deadline of 12 noon on the 8th October 2026
