The service has confirmed that this procurement and tender process has delivered exactly what was set out in the original Procurement Route to Market Assessment, along with what is outlined in the specification.
That being a suitable consultant has been identified to develop and Options Appraisal for a new Dewsbury Leisure and Health Centre. This scope includes:
| 1. | Reviewing existing evidence: Cabinet reports, engagement findings, impact assessments, and in the event that any notable gaps in evidence / knowledge exist, carry out appropriate additional needs assessment work. |
| 2. | Community & Stakeholder Engagement: engagement with key partners and stakeholders is required to understand the potential for co-location and integration of services |
| 3. | Options Appraisals: Make recommendations about the appropriate facility mix, taking into account required public leisure/health and wellbeing elements to meeting the current and longer-term future needs of the community. |
| 4. | As part of considering the appropriate facility mix for the new centre, evidence of need or potential need for complementary adjacent outdoor sport / leisure / health provision (e.g. 3G pitches, playable spaces, playgrounds, tennis courts). These should be reported separately to the recommended indoor facility as these are supplementary to the main objective. |
| 5. | Investigate different approaches to building facilities and asses the respective risks and benefits of these including impact on capital costs, and revenue costs. |
| 6. | Highlight the realistic potential for external funding to contribute towards the cost of this project, including the possibility of contributions where co-location of services is proposed. |
| 7. | Provide a report clearly outlining the opportunities, priorities and recommended facility mix options to the Council, along with a clear brief for subsequent site search and technical assessment/feasibility work to be commissioned. |
