The Council is seeking a provider to deliver a high-quality brokerage service that acts as a core delivery partner within the One Stockport Construction Hub. The service must support the coordinated delivery of work, skills and social value outcomes arising from construction and regeneration activity, ensuring that contractor commitments translate into clear, measurable benefits for Stockport residents.
The provider will be expected to work closely with the Council, contractors and partners to deliver outcomes at scale, operate flexibly across a complex development pipeline, and contribute to the continuous improvement of the Hub.
Mandatory requirements
The provider must deliver the following as a minimum. Failure to meet these requirements will result in exclusion from the procurement process.
| • | Operate a staffed brokerage service that acts as a single, consistent point of contact for construction contractors and employment support and skills providers |
| • | Maintain effective working relationships with construction contractors, education and training providers, and voluntary and community sector organisations |
| • | Support contractors to plan, deliver and evidence work and skills-related social value commitments |
| • | Broker employment, training, engagement and progression opportunities arising from construction and development activity |
| • | Align brokerage activity with requirements secured through both Stockport Council procured construction contracts and privately delivered schemes subject to Employment and Skills agreements via Planning |
| • | Co-Design inclusive and accessible engagement activity that connects residents and learners to construction opportunities via partner organisations |
| • | Collect, manage and report accurate performance and outcomes data in line with Council requirements |
| • | Demonstrate effective problem solving, risk management and stakeholder coordination |
| • | Participate in regular contract management and performance review meetings with the Council |
| • | Contribute insight, learning and intelligence to support the ongoing development of the One Stockport Construction Hub |
| • | Innovative approaches to contractor (including supply chain) engagement or social value delivery |
| • | Enhanced use of data, insight or reporting to support strategic decision-making by the Hub |
| • | Additional coordination activity that strengthens system integration or progression pathways |
| • | Approaches that demonstrably increase reach, quality or sustainability of outcomes |
