His Majesty’s Courts and Tribunals Service (HMCTS) is in the early stages of reviewing its current Facilities Management (FM) and Security provision across its estate. This notice is published for transparency purposes in accordance with the Procurement Act (2023) and does not constitute the commencement of a procurement.

HMCTS is responsible for approximately 340 locations throughout England, Wales and certain sites in Scotland. FM and Security arrangements are currently delivered through two national contracts.

Current FM provision includes a range of Hard FM and Soft FM services. Hard FM services include, but are not limited to, statutory and mandatory compliance, projects, planned and reactive maintenance, building fabric maintenance, mechanical, electrical & plumbing (MEP). Soft FM services include, but are not limited to, FM support services, grounds maintenance and landscaping including gritting, routine and reactive cleaning services, window cleaning, pest control and general waste and recycling services.

Security provision includes, but is not limited to, guarding, reactive ad hoc guarding, out of hours alarm response and management of search equipment.

The project aims to ensure that critical FM and Security support arrangements are put in place so that services continue beyond the expiry of the current contracts in April 2029.

This project is at an early stage. All information contained in this notice, including but not limited to, timings and potential scope, is indicative only and may be subject to change.

No response is required from interested parties regarding this notice however HMCTS intend to publish a Preliminary Market Engagement (PME) notice in due course.
