The contracting authority intends to procure a suitably qualified contractor (or consortium) to deliver the design, build, and installation of two solar photovoltaic (PV) installations located at Oakdale Road Solar Farm and Chisenhale Street Solar Farm.

The project forms part of the authority's wider strategy to reduce carbon emissions, improve energy resilience, and increase the proportion of locally generated renewable energy across its estate.

The appointed supplier will be responsible for the end-to-end delivery of both sites, including design development, procurement of equipment, construction, installation, testing, and commissioning. The scope of services is expected to include, but not be limited to:

Site Assessment and Surveys: Undertake detailed site investigations, including topographical, geotechnical, and electrical assessments, to inform design and delivery.

Design and Engineering: Development of detailed designs for solar PV arrays, mounting systems, inverters, grid connection infrastructure, and associated electrical systems, ensuring compliance with relevant UK standards and regulations.

Planning and Consents: Support or manage any required planning permissions, permits, and stakeholder engagement activities.

Procurement and Supply Chain Management: Supply of all plant, equipment, and materials, including PV panels, inverters, cabling, and mounting structures.

Construction and Installation: Full installation of solar PV systems, including civil works, electrical installation, and integration with existing infrastructure.

Grid Connection and Integration: Coordination with Distribution Network Operators (DNOs) and implementation of grid connection requirements, including metering and export arrangements.

Testing and Commissioning: Verification of system performance, safety testing, and commissioning to ensure operational readiness.

Operation and Maintenance Strategy: Provision of initial maintenance plans, warranties, and performance monitoring arrangements.

Health, Safety, and Environmental Management: Delivery in accordance with all relevant legislation, with particular emphasis on safe construction practices and environmental protection.

The contractor will be expected to deliver both sites efficiently, potentially in parallel, while minimising disruption to surrounding areas and ensuring programme certainty.

This procurement seeks organisations with demonstrable experience in renewable energy infrastructure, particularly solar PV projects of comparable scale and complexity. The outputs will contribute to the authority's sustainability objectives and long-term energy cost savings.
