The objective of this work is to produce a compliant Fire Prevention and Mitigation Plan (FPMP) for Flintshire County Council's (FCC) Greenfield Recycling Park ('the site').

The site hosts three distinct activities and associated operational areas: a Household Recycling Centre (HRC), a Waste Transfer Station (WTS), and a composting operation. The Local Authority (LA) has been undertaking a holistic review of the county's waste operations- and as a result, would like to revise current arrangements to bring some or all of the bulking of kerbside recyclates in-house.

  1. This change will prompt the need to fully utilise the WTS building for bulking and storage of kerbside waste- including some combustible waste streams. The building is currently used for storage of salt. The proposed new operation would include the transfer of kerbside mixed plastic and cans, cardboard and paper, glass, food waste, and batteries. There is no mechanical sorting, baling, shredding or any other waste treatment activity taking place within the WTS- solely the bulking up and storage of waste. Once the management of some or all of the kerbside materials is brought back in-house, the LA would also like to utilise the WTS area of the site to bulk wood waste arisings from the HRC operations.

FCC currently holds a bespoke permit for the facility (BP3298VK) with all three operations being included in one permit. A compliance review exercise undertaken in 2022 highlighted some gaps in compliance, including the lack of a compliant FPMP for the site. Ahead of resuming full WTS operations, a compliant FPMP has to be in place for the site.
