This contract is for the provision of a Transport Appraisal and Modelling panel. The panel will operate as a framework, enabling DfT to access detailed advice and scrutiny from Expert Panel Members in:

  • Transport economics and appraisal, including any of: cost-benefit analysis, values of time, environmental impacts, scheme costs, non-market valuation, microeconomic theory, wider economic impacts and Supplementary Economic Modelling (SEM)., including detailed knowledge of modelling of interactions between transport and the wider economy, and knowledge of techniques such as S-CGE, LUTI and QSM.
  • Transport modelling, including forecasting models and in-depth knowledge of all modelling aspects, such as data sources, demand modelling, assignment modelling, active travel and new mobility modelling, freight modelling, agent-based methods and activity-based demand modelling.
  • Related disciplines, such as geographic data science, machine learning or AI, econometrics, or operational research.

The panel will run for a period of three years. The maximum value of all work commissioned through the panel over the three years will be £300,000, excl. VAT. This spend is not guaranteed, as use of the panel will be subject to the DfT's requirements.
