NHS England South West - NHS Tier 2 Services (Intermediate Minor Oral Surgery,) in Gloucestershire

This notice is placed as a Prior Information Notice (PIN) to inform the market of Gloucestershire Integrated Care Boards (ICBs) / NHS England South West's (the Commissioner's), intention to commission additional NHS Tier 2 Oral Surgery services. The Commissioner would like to understand the level of provider interest in delivering these services.

The procurement is likely to be divided into lots but are still to be determined.

Oral surgery deals with the diagnosis and management of pathology of the mouth and jaws that requires surgical intervention. It involves the treatment of children, adolescents and adults, and the management of dentally anxious and medically complex patients. The services will provide Level 2 Oral Surgery for patients, either residing in or currently under the care of a General Dental Practitioner (GDP), in Gloucestershire.

All Mandatory Dental Services, including simple non-surgical extractions, are excluded from the scope. This service is intended to deliver primarily Tier 2 Minor Oral Surgery without Sedation. Provision of Sedation could be considered in exceptional circumstances, in accordance with the Guidance for Commissioning Sedation for Dental Services in Primary Care 2017.

The aims of the service (with and without Sedation) are to:

Performers will need to be accredited to provide the services to a Level 2 standard. The accreditation will be through an accreditation panel led by the Managed Clinical Network for Oral Surgery, with the support of NHS England and the ICB. It is anticipated that evidence will need to be submitted as part of the tender document.

The contract term is planned to commence from End Nov 2024 and end on 31st March 2026. Gloucestershire's longer term commissioning of additional NHS Tier 2 Oral Surgery services from 1st April 2026 will take place under a separate procurement process.

The maximum total contract values are anticipated to be £300,000.
