The Council is looking to establish a framework agreement consisting of two lots to deliver housing refurbishment works.

Contractors appointed to each of the lots will be expected to be capable of carrying out a range of works including refurbishment projects, Decent Homes work and similar projects in occupied premises.

The lots will be split between projects with an estimated value of sub 2 500 000 GBP (Lot 1) and projects with an estimated value in excess of 2 500 000 GBP (Lot 2).

The current capital programme for the London Borough of Barking and Dagenham for the years 2015/16, 2016/17, 2017/18 and 2018/19 is approximately 40 000 000 GBP per annum. It is envisaged that the split of the annual value of the works will be circa 35 % for lower value works (Lot 1) and 65 % for higher value works (Lot 2), however these percentage figures are uncertain as it is not possible to determine full the extent of the split of long term programmes or short term projects.

Given the uncertainties around these programmes and the use of mini-competitions it has to be emphasised that no firm appointed to the framework can be guaranteed that they will be awarded any contracts.
