Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

The original contract allowed for a 3 month extension until 31/8/15. Further work of a unique nature was required for a further 13 months. It is planned that this contract will be rolled into a larger contract expected to be awarded via open competition in October 2016, making this contract less viable/attractive for other operators due to the steep learning curve in a short period of time.
