The Authority seeks to procure a service provider to carry out a review/audit and report into the roll out of the smoke free prison programme across the UK, paying special consideration to the support available to prisoners as a part of the programme delivery. This service is to be procured through a Provider that has significant experience of working with offenders and utilising 'privileged access interviewing' processes to enable maximum access to a wide range of offenders. The review will obtain an honest insight from current and former prisoners on smoke free prisons through a user-led methodology. The findings of this review will help to inform the service model of smoke free support across the adult prison estate going forwards.

The successful provider must be in a position to commence the service delivery early November 2017

The Authority seeks to procure a service provider to carry out a review/audit and report into the roll out of smoke free across prisons in England to include the following

Obtain honest insight from current and former prisoners, across the different phases of implementation, on the support available regarding the transition to smoke free prisons, through a user-led methodology
To enable current prisoners to develop skills and confidence by being trained and supported in order to get feedback from their peers
To obtain an understanding of experiences for different populations in a range of prison types across England
To understand prisoner experiences from prisons who have already gone smoke free and support them to sustain a smoke free environment
To get insight on the actual and perceived successes, challenges and impact of going smoke free and how to manage increased risk levels
To identify best practice and solutions to challenges in the further roll out of smoke free prisons
To understand the move to smoke free prisons in the context of other banned substances, such as spice

The proposed date for completion of the work is 31st March 2018 although we would consider extending this date as long as there is the inclusion of interim reports.
