Advertising on the Highway

Devon County Council (the Council) is seeking to engage a suitable advertising and marketing agency to facilitate and administer a commercial advertising scheme for between approximately 70 and 110 roundabouts at various sites across the county. This is a call-off from ESPO Framework 3A-20 - Advertising Solutions - Lot 6 - Management of Commercial Advertising Space for a Concession Contract. The scope of the contract includes sourcing sponsors, and the installation, assembly, maintenance, dismantling and removal of signs as necessary. The number of roundabouts could fluctuate during the period of the Contract as further suitable sites are identified (or removed from the portfolio).

Where there are existing sponsors on a roundabout the intention will be to reengage those in the new service and offer continued sponsorship opportunity at a discounted rate (to be agreed with service provider). A list of existing sponsors and related details will be provided at launch of contract.

It is intended that the contract will extend to advertising on streetlighting in key locations across the County and sites will be agreed with the provider at a later date. The number of streetlights could fluctuate during the period of the Contract as further suitable sites are identified (or removed from the portfolio).

Options to advertise on other assets outlined in the framework will be retained and sites will be agreed with the provider at a later date.

It is expected that all sites will be subject to planning consent requirements the expectation is that this will be arranged by the service provider.

There will be an option for Service Provider undertake basic maintenance to roundabouts, i.e grass cutting and seeding.

There are options to extend this contract at the Council's discretion for two further periods totalling 24 months (12 months each), finishing on the 17th November 2028 or 17th November 2029.
